The Value Impact Analysis (VIA) system was developed under a National Economic Partnership grant for three Arizona MPOs: MAG (Maricopa Association of Governments), PAG (Pima Association of Governments) and SCMPO (Sun Corridor Metropolitan Planning Organization).
VIA provides a more granular, customized, and multi-faceted analysis of transportation investments focused on mega-regional, inter-regional, and intra-regional economics. It extends TREDIS to address
- Sub-county economic impacts using custom geographies (census tracts, TGAZs)
- Equity reporting for accessibility and employment changes (including “communities of concern”)
- Real estate value changes due to accessibility & regional growth (incl. demand and land value)
It builds on new data and inputs including (a) agency forecasts of population and employment for traffic analysis zones (Tazs), demographic data concerning equity (low income, old age, limited English proficiency, disability, minority populations), agency forecasts of land user supply, and travel times between all TAZs.
